Board members at the Scottish Arts Council
The board of the Scottish Arts Council is part of a Joint Board with Scottish Screen. The joint board is appointed by, and is accountable to, Scottish Ministers and will assist in managing the change within the transition period from the Scottish Arts Council and Scottish Screen to the new body Creative Scotland. This will include assisting in developing a merger plan and monitoring the two organisations through this important time.
With regard to the Scottish Arts Council directly, it has collective responsibility for making sure that the organisation:
Fulfils its aims as set out in the Royal Charter
Uses its resources properly to ensure that they represent an appropriate and effective use of public funds
The board provides leadership, direction, support and guidance for the Scottish Arts Council as a whole. It makes sure that there is continuity of direction and management and promotes commitment to its core values, policies and objectives.
Responsibilities of the Board
determining the mission, aims and objectives of the Scottish Arts Council
developing and reviewing key strategic and planning documents, including the Corporate Plan
developing and reviewing performance targets, monitoring progress and taking corrective action where required
monitoring the Scottish Arts Council’s financial position against budget allocations and key financial targets and taking corrective action where required
approving the annual report and accounts
approving key policies and policy documents
approving high value, novel or contentious expenditure proposals to be submitted to the Scottish Government for approval
ensuring that the Scottish Arts Council operates in an open, accountable and responsive way, taking the needs and views of customers and stakeholders into account
representing the Scottish Arts Council externally
making recommendations to the Minister for Tourism Culture and Sport, where appropriate, on the appointment of the Chief Executive.
