Capital/ Infrastructure

The Scottish Arts Council receives most of its funding from the Scottish Executive but also distributes funds from the National Lottery to the arts in Scotland.  The main aim of lottery funding is to support arts projects which make an important and lasting difference to the quality of life for the general public.

What capital grants are available?

We are not currently accepting large grant applications for projects with requests of over £250,000. We are currently assessing whether we will reopen our major grant programme.  We would, however, still encourage you to contact the Capital Department for general advice before you embark on developing a major arts building project.

We are still accepting applications for buildings and equipment through our Small Grants Scheme, with requests of up to:

There are no deadlines and applications are accepted on an ongoing basis throughout the year. 

Please note that competition is extremely fierce for the limited funding available and we will only be able to fund a small number of projects.  Only those applications which can demonstrate how strongly they meet our priorities are likely to be successful.

What do the funds cover?

We have funding available to support:

  1. a new or refurbished building project for the arts or to provide facilities for artists.
  2. the purchase of equipment for example, musical instruments, sound and lighting equipment, vehicles for touring productions. 

Building-based applications

Building-based applications (to a maximum of £250,000) may include the cost of:

  • professional fees
  • construction costs
  • fit out and equipment costs
  • non recoverable VAT
  • inflation
  • contingencies
  • closure costs (temporary accommodation, removals, other disruption costs)
  • commissioning artists or craftspeople
  • training and equipment costs directly related to the building project
  • start-up costs, eg, the re-launch of the new facility
  • additional staffing for specific work during the capital project

Equipment applications

Applications for equipment (up to a maximum of £100,000) may include the cost of:

  • sound and lighting equipment
  • musical instruments
  • vans, minibuses and trailers
  • cameras, editing and video equipment
  • box office equipment
  • new media equipment for experimental artwork
  • integrated IT solutions which develop an organisation’s activities
  • audio visual or multimedia equipment
  • recording equipment
  • broadcasting equipment
  • equipment for making facilities accessible to people with disabilities

You can also apply for the cost of training as long as it is directly related to the new equipment.  We would normally expect you to keep computers, touring equipment and vehicles for five years, and other equipment for 10 years.

We cannot fund the following equipment:

  • second-hand equipment
  • uniforms and costumes
  • consumable and disposable items, eg. art materials, sheet music

Small Grants

For building projects with requests of up to £250,000, and for equipment up to £100,000.

Minimum: £5,000 for building projects and equipment

Decisions are made within 10 weeks for building applications and within six weeks for equipment.

Note:  A closing date of 2 February 2009 has been set for applications to the Lottery Capital Small Grants Scheme.  This is because we are considering changing the scheme from a rolling programme to fixed application submission dates in 2009/10.  A further announcement will be made regarding future submission dates at the end of March 2009.  Applications for buildings and equipment can therefore be submitted anytime up to 2 February 2009, and decisions will be made by 31 March 2009.

We are still accepting applications for buildings and equipment through our Small Grants Scheme, with requests of up to £100,000 for equipment and up to £250,000 for buildings.  There are no deadlines and applications are accepted on an ongoing basis throughout the year.

Please note that competition is extremely fierce for the limited funding available and we will only be able to fund a small number of projects.  Only those applications which can demonstrate how strongly they meet our priorities are likely to be successful.
