Is my organisation eligible?
If an organisation A has received grants over the £15K minimum, but each grant has been applied for by organisation B and put into a separately named bank account for organisation A, would they be eligible to apply if they had their own constitution set up by 19 November 2007?
- The organisation would not be eligible as they are not the direct recipients of previous grants, regardless of how they have been managed.
If an organisation has received funding from the Scottish Arts Council as a consortium or group, would it be eligible to apply independently of that consortium/group?
- The organisation would not be eligible as they are not the direct recipients of previous grants, regardless of how they have been managed.
Organisation X has received managed funds from the Scottish Arts Council, but is part of a Local Authority. They don’t have a constitution or board as such, but they do have a management structure in the council. Organisation X previously set up a steering group for a large lottery award which could be reinstated to oversee the implementation of the business plan if necessary. Would Organisation X then be eligible to apply?
- As organisation X will apply through their Local Authority, as they have in the past, they would be eligible. They would have to have their own business plan in place. If they feel the need for a steering group to discuss artistic ideas, then they should set one up, but not purely as a tick box exercise.

If an organisation has had previous Flexible funding, will it go in their favour?
Organisations which have shown good practice and produced a good product will be positively advantaged, regardless of whether they have received Flexible funding or project funding.

What does 'new and innovative' mean in the guidelines?
This can mean different things - either a different way of working for the organisation or new in a policy area eg equalities, or new within the art form. The assessment by the lead officer has to explain why the work proposed would be this.

Renew should be read as ‘refresh’ to allow for new organisations to be supported.

What do you mean by 'street arts'?
Outdoor Performance (Street Arts/Site Specific) These are performances that are presented in non-traditional spaces in urban and rural contexts that emphasise closer engagement with audiences by performing outside the safety of the theatre. The performances range from the epic to the intimate and can be presented across the widest range of scales of audience size.
- Street arts is a broad term that comprises a variety of form including theatre, music, dance, visual art, live art, installation, pyrotechnics, engineering and spectacle. It synthesizes these artforms to create unique performances that are often free to the public.
- Site specific work is more than just a set production presented outdoors; it relates directly to its setting and the audience’s experience reflects the relationship with the environment in which the work is presented.

What do you mean by 'associated education outreach, where relevant' in Music priorities?
While the majority of applicants may have education and outreach activities, we do not expect all organisations to undertake education/outreach if it is not relevant or appropriate to developing the vision of the organisation.

What do you mean by 'key priority area' in the Flexible funding guidelines?
For the sake of improved clarity the reference to 'key policy areas' in the Guidelines for the Flexible Funding Process in section two (bullet point three) refers to the departmental priorities that are listed in the table found at section six.

Under drama priorities it says 'work for children', is this under 12s?
No – it includes work for teenagers as well.

What does 'funding arts-related activities' mean for service organisations?
We support service organisations which offer services that are arts-related. If your programme includes non-arts activities as well as arts-related activities, we will only offer funding for the arts-related activities.

What is a suitable contingency?
This is up to the you to decide, but we would expect to see between 5-10% of the budget as contingency.

What if the organisation has not had a formal artistic assessment?
If there is no formal assessment, the Lead Officer will have to rely on the supporting evidence provided within the application.

How/why should provisional activity be evidenced within the application?
As the proposed activity is quite far into the future, we need have indicative interest in collaborators (eg emails of correspondence with artists), so that we can be sure it is likely to happen. Otherwise the programme could alter significantly.

Why do I need to provide statements/testimonials from participants of previous programmes/activity?
This is more relevant for organisations that provide support for artists/organisations eg residential opportunities for artists. Organisations can choose if this is relevant to them. It may include feedback from educational programmes.

What happens if I submit more evidence than advised in the guidelines?
We will not view/listen to additional evidence as we have stated clearly in the guidelines that we have limited capacity to do so. Please refer to the Flexible funding guidelines for full details.

This is to make you aware that you are competing with everyone.

What level of funding should I apply for?
There is no formal guidance as to the appropriate level of funding – this varies widely within the current Flexible funding. If you put forward an increase to existing levels of funds, you have to be able to demonstrate that the organisation will have the capacity (management, etc) to ensure delivery. We would expect budgets to be realistic.

Given uncertainties over the budget available, should I develop various scenarios for consideration?
No – by all means present a plan with a clear set of priorities, so that the essential things to fund appear at the top and the added extras appear at the bottom, but do not create more than one scenario.

Between 4-8 Specialist Advisors are proposed.

Are there plans to make this into an annual opportunity to apply for funding?
No – once the budget for the November deadline is committed (2009/11 funding period), there will only be project funding available. The next open round would be for a two or three year funding period between 2011-2013/14, assuming Creative Scotland continues this pattern of funding.
